About the Board
The District of Columbia Board of Elections (DCBOE) is the independent agency of the District government responsible for the administration of elections, ballot access, and voter registration. DCBOE consists of three active Board members, an Executive Director, a General Counsel, and a number of support staff who run the day-to-day operations of the Agency.
Gary Thompson
Chair
Gary Thompson is an attorney with the DC firm of Thompson HD, specializing in commercial litigation (involving insurance and other matters). For over three decades, he has committed many hours to pro bono and public interest endeavors, including on voting rights cases in association with DC Appleseed, and with a number of non-profit organizations like Higher Achievement. Among various awards, Gary was a DC Bar Pro Bono attorney of the year. Gary’s civic work has included eight years (four as Chair) on the Chevy Chase Advisory Neighborhood Commission. He has a B.A. from Georgetown (1987) and J.D. from Rutgers (1990). Gary’s avocations include long-distance running, writing, and U.S. Civil War and local DC history. Gary lives in Ward 4 with his wife Liz, and they have three DC-raised children and also a granddaughter nearby. Confirmed January 4, 2022, Gary’s term on the Board is through July 2024.
J.C. Boggs
Member
J.C. Boggs is a partner with the international law firm of King & Spalding. Recognized by Chambers USA as “one of the most proficient attorneys on the scene,” J.C. represents corporate, governmental, and non-profit organizations before Congress and the executive branch. He also provides strategic advice to clients and assists them in developing comments, white papers, and other advocacy communications on proposed regulatory and legislative changes. J.C. previously served as counsel to the U.S. Senate Banking and Governmental Affairs committees and was appointed to a six-year term as U.S. representative to the World Bank’s International Centre for Settlement of Investment Disputes. He received his MBA from Georgetown University and his J.D. from The Catholic University of America Columbus School of Law where he is currently a member of the board. J.C. also serves on the boards of the Parliamentary Intelligence-Security Forum and the Global Center for Social Entrepreneurship Network (GCSEN). He is pro bono counsel to Jobs for America’s Graduates (JAG), a national non-profit organization dedicated to supporting high school students overcome significant challenges to reach academic and economic success. Born in Washington, DC, J.C. lives in Ward 3 with his wife. He is a member of U.S. Masters Swimming and enjoys cycling in and around the District.
Karyn Greenfield
Member
Karyn Greenfield is a Director of Contracts in the Defense Systems sector of the Northrop Grumman Corporation.
Ms. Greenfield has over thirty years of experience in the field of US government, state and local, commercial and international contracting and subcontracting, procurement, and pricing. Over this period, Ms. Greenfield has served in a number of leadership positions in contracts, pricing and procurement subcontracts at Northrop Grumman, Cobham Defense Systems, BAE Systems, and Electronic Data Systems. She has been a member of the National Contract Management Association for over 25 years, including serving two terms as a member of the NCMA Board of Advisors. Ms. Greenfield has been a member of the District of Columbia Bar since 1983, serving on the Government Contracts and Litigation Steering Committee from 2001-2009. She has served as Secretary, Vice-Chair, and Chair of the Providence Hospital Health Foundation Board. She resides in Washington, DC.
A Ward 4 resident, Ms. Greenfield received a Bachelor of Science in Management Sciences and Accounting from Duke University and a Juris Doctor from Duke University School of Law.
Monica Holman EvansExecutive Director
Monica Holman Evans served as the Senior Policy Advisor at the DC Board of Elections (DCBOE) and assisted the Executive Director with election operations and policy implementation. She also provided direct oversight over the Voter Education and Outreach and Election Worker Divisions.
Monica Evans brings broad and deep experience to the Executive Director position beyond the senior leadership role at DCBOE. Prior to DCBOE, Ms. Evans served as the Director of Grants Management at the U.S. Election Assistance Commission where she provided oversight responsibilities for the Office of Grants Management and Payments. She worked with EAC officials and grant recipients to encourage sound program administration and to enforce program and financial compliance with the provisions of the Help America Vote Act, Office of Management and Budget (OMB) guidance, EAC policies, and recipient agreements and plans. She consistently provided information and reports to members of Congress and was responsible for audit resolution and drafting advisory opinions.
She also worked in a senior position at the Department of Health and Human Services/Administration for Children and Families and at the Legal Services Corporation. She was the Deputy Director of AmeriCorps at the Corporation for National and Community Service, and started her professional career at the Maryland Governor’s Commission on Service.
Ms. Evans holds a Juris Doctor degree from the University of Maryland School of law and a Bachelor of Arts from the University of Virginia.
Terri D. StroudGeneral Counsel
Ms. Stroud began her career at DCBOE as a staff attorney in the Office of the General Counsel. While there, she assisted with drafting legal decisions in administrative proceedings and advised the Board on the implications of relevant court decisions made by various federal and District government entities. Ms. Stroud was also responsible for representing the Board in D.C. Superior Court, the D.C. Court of Appeals, as well as in federal court proceedings. She also provided guidance to the Board on the proper subject matter of initiatives and referenda, and responded to issues associated with candidates and voter qualifications.
Ms. Stroud served the Board as Acting Executive Director from December 2015 through June 2016. During that time, she was responsible for all administrative operations of the Board, including the successful execution of the June 2016 Primary Election and the procurement of the Board’s new voting equipment and electronic poll books.
From June of 2016 until her appointment as General Counsel, Ms. Stroud served as the Board’s Policy Advisor. In that position, she supported the Executive Director by working with senior management to ensure that agency programs and operations were smoothly executed and in compliance with District and federal laws and regulations. She also represented the Executive Director at meetings, responded to internal and external inquiries about programs and services, and produced written materials such as policy memoranda, issue reports, and agency testimony.
Ms. Stroud received her BA from the University of North Carolina at Chapel Hill, and her JD from the Georgetown University Law Center. She is also a graduate of Phillips Academy at Andover.
Sylvia Goldsberry-AdamsDeputy Director
Ms. Goldsberry-Adams is currently the Deputy Director of the DCBOE, and has been in that role since 2016, supporting the Executive Director in the daily administration of the agency. Prior to 2016, Ms. Goldsberry-Adams served as the Election Operations Manager and was responsible for the specialized requirements associated with the conduct of elections, as well as providing financial and logistical support for all agency operations. From July 2008 through July 2009, she served as Acting Executive Director while the Board searched for a permanent director. In her role as Acting Director, she provided oversight and direction over two major elections, the September 2008 Primary and the historic November 4, 2008 Presidential General Election serving over 426,000 active voters. Prior to joining the agency she served as a Hearing Officer at the D.C. Department of Human Services and Motor Vehicle Administration. In addition, she worked as a law clerk for a number of federal agencies including the IRS and the US Small Business Administration. A native Washingtonian, Ms. Goldsberry-Adams received her Bachelor of Science degree from the University of Maryland at College Park and a Juris Doctor degree from Antioch School of Law.
Marissa CorrenteRegistrar of Voters
Ms. Corrente started at DCBOE in March of 2022 as the Assistant Registrar and became the Registrar in July of the same year. Ms. Corrente’s voting work first began during her tenure as the Associate Director of the Center for Leadership and Community Engagement at Rollins College, where one of her key duties included coordinating campus-wide student voter engagement efforts for the Central Florida institution. She then joined the Orange County, Florida Supervisor of Elections where she managed early voting for the county which included developing site partnerships, leading staffing and training, implementing voting processes, and coordinating data management and reporting. Prior to joining the DCBOE, Ms. Corrente served as the Deputy Director for the Students Learn Students Vote Coalition, a national nonpartisan network dedicated to supporting college student voting. Ms. Corrente received her BA from Bates College and MA from the University of Central Florida.
Mission
The Board's mission is to enfranchise eligible residents, conduct elections, and assure the integrity of the electoral process. This mission, mandated by federal and local statutes, is executed through:
- The operation of the District's voter registration system
- Administration of the ballot access process for candidates and measures
- The delivery of comprehensive public, media, and voter information services
- Maintenance of technical systems to support voting and ballot tabulation
- The planning and implementation of each District of Columbia election
- The performance of legal counsel, rulemaking, and adjudication functions
Goals and History
The District of Columbia Board of Elections (DCBOE) is established under §3 of the District of Columbia Election Act, approved August 12, 1955 (69 Stat. 699; DC Code §1-1001.01 et seq.). DCBOE is vested with authority to administer and enforce the provisions of the District of Columbia Election Act, as amended, and the District of Columbia Campaign Finance Reform and Conflict of Interest Act, approved August 14, 1974 (88 Stat. 446; as codified in DC Code §1-1101.01 et seq. (1981).
The Board is composed of three members, no more than two of whom shall be members of the same political party, who are appointed by the Mayor and confirmed by the Council of the District of Columbia. The Mayor designates, from time to time, the Chairperson of the Board. The Board appoints:
the Executive Director, who is primarily responsible for the administrative operations of the Board, including personnel liaison, budget submission, accounting, management of data processing systems, procurement of supplies and services, maintenance of voter records, election preparation, and other duties as delegated or assigned by the Board, and
the General Counsel, who shall be the Board's chief legal advisor and primarily responsible for representing the Board in all judicial proceedings relating to local elections, campaign finance, conflict of interest, lobbying laws, and other duties delegated or assigned by the Board.
